What is Skills Meghalaya?
"Skills Meghalaya envisions to design and implement practical programmes for youth development and youth empowerment. The scheme shall emphasize on arming the youth with the required skill-sets to the path of achieving self-dependency and a growing career."
— Shri Conrad Sangma, Hon'ble Chief Minister, Government of MeghalayaSkills Meghalaya is the flagship skill development programme of the Government of Meghalaya, implemented by the Meghalaya State Skill Development Society (MSSDS) under the Labour Department. It brings together skill development, livelihood generation and entrepreneurship under one umbrella — creating a cohesive framework that addresses the unique socio-economic context of Meghalaya.
What Makes This Scheme Unique
Seven core principles guide the Skills Meghalaya programme.
Demand Driven
Training courses are finalised in consultation with local NGOs, CSOs, government departments and industry players — aligned to NSQF standards and real local employment needs.
Online Registration & Tracking
All candidates register online. Selection is EPIC-linked to avoid duplication and ensure domicile in Meghalaya. All training activity is tracked via the VTA digital platform.
Innovation for Inclusion
Brings ASPIRE, BADP, PRIME, Jai Kaushal Jawan, programmes for specially-abled, jail inmates and other social welfare schemes under one cohesive framework.
Flexible Delivery
Accommodates residential and non-residential, full-time and part-time trainings including Recognition of Prior Learning (RPL) and Soft Skill Enhancement (SSE).
Certified Assessment
Assessment and certification bodies are appointed and monitored by MSSDS. Standards are NSQF-aligned. All trained candidates receive digitally verifiable certificates.
Post-Training Placement Support
Training Providers must place at least 70% of trainees in wage employment (min ₹12,000/month) or self-employment. Special handholding provided for those needing extra support.
Target Audience
The scheme covers youth aged 18 and above across Meghalaya — with no upper age limit.
Empanelment Process
How organisations can become an empanelled Training Provider (TP) under Skills Meghalaya.
Apply Online
Submit your application online on the Skills Meghalaya portal anytime — applications are processed once a month.
Premise Inspection & Evaluation
An expert committee inspects your premises and documents. Results communicated within 10 days of inspection.
Approval & Contract Signing
Approved TPs sign a contract with MSSDS and receive a 7-digit registration number. Registration is valid for 3 years.
Targets Allotted & Training Begins
Training Batch Numbers (TBN) are issued within 7 days of candidate enrolment. Training commences on the VTA platform with full digital tracking.
Cost Reimbursement
Training costs reimbursed in milestone-based instalments via DBT. Final instalment released after 70% placement is achieved. Claims must be submitted within 20 days of completion.
Who Can Become a Training Provider?
Your organisation must meet the following criteria to apply for empanelment.
Legal Registration
Registered under Companies Act 1956, Partnership Act 1932, Societies Registration Act 1860 or LLP Act 2008. Must have a registered office in India with at least 3 years presence in Meghalaya.
Training Experience
Minimum 1 year experience in skills or livelihood training with at least 35 trainees minimum intake. Youth mobilisation experience is an added advantage.
Financial Standing
Average annual turnover of ₹15 Lakhs or more in the last 3 financial years from similar services. Relaxation considered for local/regional entities after financial scrutiny.
Clean Record
Not blacklisted or debarred by any State/Central Government, PSU or autonomous organisation. Must have valid PAN, GST number and an active bank account for DBT payments.
