MSSDS evaluates your proposal — infrastructure, trainers, trade alignment and reach — and issues an empanelment letter.

Within Meghalaya

NGOs, cooperatives, educational institutions and private training centres based in Meghalaya that wish to deliver government-funded skill training under the Skills Meghalaya scheme.

What We Look For in a Partner

Key Eligibility Criteria

All partnership types are subject to MSSDS evaluation against these core standards.

Adequate training space, equipment and utilities appropriate to the proposed trade and batch size.

Qualified Trainers

Certified instructors with relevant industry experience and proof of competency for the proposed trade.

Legal Registration

Valid organisational registration, PAN and compliant financial accounts for fund disbursement.

📍

Geographic Reach

Presence in or willingness to operate in target blocks — particularly underserved rural areas of Meghalaya.

📊

Track Record

Demonstrated experience in skill training, community engagement or relevant sector work (preferential, not mandatory for new entrants).

Frequently Asked Questions

Is training under MSSDS free for candidates?
Yes — all skill training under the Skills Meghalaya programme is completely free of cost for candidates. MSSDS is a Government of Meghalaya initiative under the Department of Labour, Employment & Skill Development, and training costs are fully borne by the government. Candidates also receive stipends and start-up tools upon successful completion.
Is there a fee to become a Training Partner?
No. There is no registration or application fee for empanelment. Once empanelled, Training Partners are reimbursed for eligible training costs after successful assessment and certification of candidates. All payments are made directly to the partner's bank account via DBT.
Who can apply to become a Training Partner?
Any registered organisation with adequate infrastructure and qualified trainers can apply — including NGOs, cooperative societies, educational institutions, private training centres, government departments and entrepreneurs under the PRIME scheme. Both local (within Meghalaya) and out-of-state providers are welcome to apply under their respective categories.
What trades or courses can we offer?
Partners may propose any NSQF-aligned trade based on district skill gap needs. MSSDS currently runs 175+ trades across sectors including Healthcare (Nursing, Caretaking), Hospitality & Food Processing, IT & Digital Marketing, Construction, Garment & Fashion, Agriculture, Bamboo & Handloom Crafts, Beauty & Wellness, and more.
What support does MSSDS provide to Training Partners?
MSSDS provides full financial reimbursement for training delivery, assessment and certification support through empanelled Assessment Bodies, placement linkages via the Skills Portal and overseas placement drives, and capacity-building programmes for Training Partners and their trainers. Start-up tools and forward linkages are also provided to graduating candidates.
