To build a comprehensive skill development, entrepreneurship and livelihoods framework for Meghalaya — shifting youth from job-seekers to job-creators and making them market-ready.
Practical Programmes for Youth Development
To design and implement practical programmes that arm youth with the required skill-sets, provide incubation support, alleviate poverty, raise incomes and enhance livelihood for 1.2 lakh youth over five years.
What MSSDS Does
Demand-Driven Training
Training courses finalised in consultation with local NGOs, CSOs, government departments and industry players — aligned to NSQF standards and real local employment needs.
Online Registration & Tracking
All candidates registered online via the Skills Meghalaya Portal. EPIC-linked to avoid duplication. Training tracked digitally through the VTA platform.
Innovation for Inclusion
Brings ASPIRE, BADP, PRIME, Jai Kaushal Jawan, specially-abled, jail inmates (Kaushal Karagruha) and social welfare schemes under one cohesive framework.
Flexible Delivery Mechanism
Accommodates residential and non-residential, full-time and part-time trainings including Recognition of Prior Learning (RPL) and Soft Skill Enhancement (SSE).
Certified Assessment
Assessment and certification bodies appointed and monitored by MSSDS. Standards are NSQF-aligned with digitally verifiable certificates for all trained candidates.
Post-Training Placement Support
Training Providers must place at least 70% of trainees in wage employment (min ₹12,000/month) or self-employment. Special handholding for those needing extra support.
Target Audience
The scheme covers youth aged 18 and above across all 12 districts of Meghalaya — with no upper age limit.
About the Society
🏛️ Legal Status
MSSDS is a registered Society under the Societies Registration Act, operating under the Department of Labour, Employment & Skill Development, Government of Meghalaya. It serves as the Single Nodal Agency for all skill development initiatives in the State.
