1. Choose Category
Identify the partnership type that matches your organisation — local TPP, government body, out-of-state, PRIME or forward linkage.
2. Review & Empanelment
MSSDS evaluates your proposal — infrastructure, trainers, trade alignment and reach — and issues an empanelment letter.
3. Submit Proposal
Download the relevant form, fill in your project details and email it to the address shown on your partnership card.
4. Deploy & Train
Begin training batches, track progress via the Skills Portal and claim reimbursements after assessment and certification.

Local Training Partners
Within MeghalayaNGOs, cooperatives, educational institutions and private training centres based in Meghalaya that wish to deliver government-funded skill training under the Skills Meghalaya scheme.
Government Departments
District Skill Committees & Line Depts.State government line departments and district-level skill committees that wish to converge departmental programmes with MSSDS-certified training to jointly upskill target beneficiaries.
Out-of-State Training Partners
National & Pan-India ProvidersNationally recognised training institutions, sector skill councils and industry training providers headquartered outside Meghalaya who can bring specialised trades and advanced certification frameworks.
PRIME Entrepreneurs
Entrepreneurship-Led Training · Within MeghalayaEntrepreneurs supported under the PRIME scheme who want to become certified skill training providers — combining their enterprise experience with structured vocational training delivery.
What We Look For in a Partner
Key Eligibility Criteria
All partnership types are subject to MSSDS evaluation against these core standards.
Infrastructure
Adequate training space, equipment and utilities appropriate to the proposed trade and batch size.
Qualified Trainers
Certified instructors with relevant industry experience and proof of competency for the proposed trade.
Legal Registration
Valid organisational registration, PAN and compliant financial accounts for fund disbursement.
Geographic Reach
Presence in or willingness to operate in target blocks — particularly underserved rural areas of Meghalaya.
Track Record
Demonstrated experience in skill training, community engagement or relevant sector work (preferential, not mandatory for new entrants).
